Planning for Portland’s Water Infrastructure
Tighe & Bond was part of the consultant team selected to develop the City’s Integrated Water Resource Plan (IWRP). Tighe & Bond served as Program Manager throughout the multi-year planning effort, playing a vital role in day-to-day communications with the City as well as guiding the entire project team. Tighe & Bond provided the local knowledge of the City and led the modeling and Combined Sewer Overflow (CSO) Abatement Assessments while also being an active participant in all stakeholder workshops and preparing the final Integrated Plan report.
With the Integrated Plan complete, the City is preparing to embark on the next steps of the program that include formalizing the Plan with regulators, implementing the first year of the Plan, and ongoing communication with the public and Stakeholders. The advantage of this plan is its flexibility to guide the City toward its unique water resources goals with a balanced portfolio of strategies and investments to best serve the City’s needs for decades to come.

Tighe & Bond provided planning services to the City of Portland as part of the project team on the Integrated Water Resources Management Plan. Tighe & Bond’s work included an evaluation of the City’s current wastewater and stormwater infrastructure performance and conditions, and development of the Adaptive Management Framework, using the long-term metrics and affordability to set the stage for future data-driven plan modifications.
