Paul Smith serves as a Senior Project Manager in the Water Business Line at Tighe & Bond. He has been involved in a variety of environmental engineering and science projects in his 20-year career. Often tasked with high profile or emergency type projects, Paul has made significant contributions to environmental engineering projects including the design of water transmission mains and distribution systems, wastewater interceptors and collection systems, sewer separation design, water and sewer projects requiring trenchless technology, environmental permitting, and construction administration.
One such project was the Emergency Sliplining of the East Bay Pipeline, in Providence Rhode Island, that was recognized as the 2021 ACEC-RI Project of the Year. Paul served as Project Manager and lead design engineer for emergency response actions relating to an active 400,000 gallon-per-day leak in Bristol County Water Authority’s East Bay Pipeline water transmission main, which is the sole feed to 50,000 customers in three towns. Paul managed initial emergency response and investigative actions, design and construction efforts for the sliplining of the 4,300-foot crossing of the Providence River with an 18-inch Fusible PVC pipe.
