Reconstructing HSIP Locations to Improve Safety
Under the master services agreement with MassDOT, and working collaboratively with the City of Lynn, MA, our Transportation team was responsible for the preparation of contract documents (25% thru PS&E) for the reconstruction of Broadway from Bacheller Street to Euclid Avenue. Recommendations made in a roadway safety audit (RSA), also completed by our engineers, were incorporated into the design of safety improvements throughout the project.
The project was intended to provide safety and operational improvements at two high crash location clusters, at the intersections of Broadway with Euclid Avenue and with Jenness Street. The scope also included the preparation of preliminary right of way plans. Prior to the design, we assisted in preparing applications for funding assistance and supporting documents on behalf of the City. The design and construction was ultimately funded by MassDOT.
In addition to the sign inventory program, the project included a half-day seminar for city staff on manual on uniform traffic control devices (MUTCD) sign standards. The presentation, which we originally developed as a full day course for Baystate Roads, the Local Technical Assistance Program (LTAP), administered by MassDOT and UMass Amherst, details the history of the MUTCD; requirements for sign legends, colors, sizes, and symbols; sign sheeting and retroreflectivity; changes in the 2009 MUTCD and 2012 revisions; and sign asset management methods.
The project will generally include safety improvements including the replacement of outdated and non-compliant traffic signal equipment reconstruction of sidewalks, crosswalks, and handicap ramps, the addition of bicycle facilities, and improvements to transit stops including Transit Signal Priority and roadway rehabilitation.
